Mr. Seely was born Nov. 26, 1948, in Klamath Falls. He moved in 1974 to Portland, where he owned Seely’s Adult Foster Care. In 1982, he married Evelyn Winn.

Survivors include his wife; stepdaughters, Tammy Dixon and Diane Winn; five step-grandchildren; and two step-great-grandchildren.
